I would capture my desktop audio video streaming and broadcast on my local net (as http://192.168.0.X:yyyy port). And see it on another pc

You can use the local server, as a video source, if it works, as an IP camera working via the following protocols:
-MJPEG via HTTP
-H264 via RTSP
